Why guardian's heart and not the hit list first item? Literal free damage, is it not? Shift into RMB would literally annihilate all enemies

Dmg vs. survivability is kinda a hard question because they both do the same thing in the end, keep you alive. Which is better at that depends on you I imagine.

Also killing the marked enemy it wouldn’t be worth anything till the providence fight anyways. And by that point anyways you want survivability

I'd guess because Sniper is one of the few survivors with a higher base damage of 15 instead of 12 (and 4 per level instead of 3), so by the time you reach Providence at level 15 (give or take), you'll have about 71 base damage instead of 54. So+20 from Hit List would only be a 28% dps increase, still good but since Sniper doesn't have as much of an issue with killing things in the early game, there's an argument that could be made for survivability as a higher priority.
