He did but he improved on a lot. He fixed the properties of some moves and added three heat actions. I think his mod is marginally better than the old one.

Idk about you, but thisgame is hard asf. I just did this fight with barely any upgrades but still no damaged.

Yeah on New Game its a pain. Since you can’t mod it my best advice is to just grind SP and get as many skills as you can early.
