The rhythmic buildup, yes. Not the riff. The whole thing is only slightly derivative in that specific regard (rythmic buildup) and I wouldn’t say it is a rip-off, whether it is a deliberate hommage or cryptomnesic inspiration. The rest of the record doesn’t have a Biohazard vibe anyway. I kinda dig Judiciary!
