It seems a lot people may not know this but Juggernaut also has infinite strength. He’s being powered by an entity who’s stated to be stronger than the Vinshanti and Shuma Gorath. Obviously he’s at the very least nigh omnipotent in his own realm the crimson cosmos. The way juggernaut can get stronger is by causing destruction and feeling negative emotions such as hatred and anger, this makes Cyttorak happy and he will allow Juggernaut to access more power if he so wishes to. Juggernaut during the 8th event is an example. I’ll give us some context here. The Octessence is a war between 8 entities including cyttorak where they argued over who is stronger. Each 8 of these entities agreed to put a faction of their power into an artifact, in this case for the Juggernaut it is the crimson gem of Cyttorak. Upon contact, the user will be able to harness some of the powers of these powerful entities. During the 8th event, Each entity has summoned their avatars (the people who touched their artifact) to build a machine where they could be transported to rule Earth. Juggernaut being one of the 8 was sent there too, during this time cyttorak made sure no one could stop the juggernaut and amplified his powers by a lot. Thor tried to stop him a nearly got killed by a bear hug (if you want to know more you can search up Thor vs 8th day juggernaut), as Thor stated in one of the panels “his might hath swelled a hundred-fold!” Juggernaut in this state could easily crumple hulk like a piece of paper. The reason with juggernaut losing so much battles with the hulk previously is due to the writers. Now some people will view this as an excuse but I have a few examples, there’s one time where juggernaut got knocked down in a fight by a punch from professor hulk and I say this is just simply bad writing since a WEAKER version of Juggernaut tanked a blast from The Stranger (who rivals galactus in power) and got up with no problem. The inconsistency with juggernaut is just because some of the writers screw it up. At one point during the world war hulk event, hulk had to let go of him and push him into a river because during the fight, juggernaut more hits on the hulk than the hulk did to him. And world war hulk one of the most strongest incarnations was getting pushed back by the juggernaut in a strength struggle. This shows how powerful the juggernaut is, on top of that strength he’s ranked Thor’s mjolnir hits on multiple occasions without even being scratched, he took it like a volleyball. So to conclude, I believe juggernaut is stronger than hulk. This is just to inform some people about juggernaut too since he hasn’t been a mainstream villain anymore and people may not know in

Who wins is always based on who is writing. - Stan Lee. Canon doesn't matter. Anything current Marvel comics is always on the chopping block for retcons and could at anytime be sold to another company, as Disney may very soon feel they have squeezed everything out of it. Even then if the new owner doesn't feel its making them enough money they may offload it to another. These characters, their power, sources of power, and even histories are always in flux. Arguing about which comparable fiction character will win a fight cannot ever have a definitive answer, other that the in the end usually the protagonist wins. Historically Hulk has tended to win by BFR, and recently a reduced power Juggernaut won but with outside help. Once Hulk won while wearing celestial tech. Think of writing for these guys like pro-wrestling rules. You never expect the top heavyweights to do a 'clean' job. If one ever gets a clean win, rare, then later the other will. So again, arguing about it is like arguing about angels fitting on the head of a pin.
