20:10. Yes, let's. The rule for offsides has always been if a defensive player jumps offside, but gets back in position before the snap - no foul. That's why the center will generally snap the ball when he sees it, to draw the penalty. The officials also blow it dead if the offside player makes contact with an offensive player. In this case, neither happened so the play was allowed to continue. Good no-call.

So, on the offside/encroachment penalty you're talking about. The rule is, if a defender jumps, and causes an Offensive lineman to move, or the ball is snapped. It will be called. If the Defensive lineman jumps and makes contact with an offensive lineman, thats also called. If neither of those happen, it will not be called. So basically, it is called consistent. You just don't understand the rules, and that's ok. They are complicated.

@@shrimp515loop6there’s no neutral zone infraction if the ball isn’t snapped. He would have had to make contact with a player or the o-line move when he jumps offsides. If neither of those things happen, the defensive player can get back onside again if he’s back before the ball is snapped.
