His ideology was simply not needed because the narrative of the story did not require one and would actually make him less important to the story, to add onto this his ideology was a product of the life he lived and perfectly represents his lifestyle and experiences as a person which means that there is a necessary depth to his character. And no depth? Really? Did you not see Shibuya and how Sukuna reacted to jogo? Did you not see how the poetry he was speaking in and talking down on jogo with? Did you not see the advice he gave jogo for why he isn't as strong as gojo? Did you not see what he said to Megumi when he ran away from the finger bearer instead of Standing and fighting? Sukuna's very character is an antithesis to the protagonist of the story and is the narrative giant and peak of strength that must be overcome. If you think sukuna's character was shallow or the writing quality was terrible then that simply shows on your own reading comprehension and not the story.
