They don't mean it but they ask you questions based on the information you provided and to really make sure that you aren't trafficked for prostitution or such. Also, given the big age gap... they were just sus. We don't know what happened during the interview but maybe she got declined based on her reaction to the questions? If she stood her ground and proved to them that she really is a model with documents proving her employment and all (in a polite, of course) then she would have been approved. They've had so much experience to see right through people and the applicants' intentions.
