Please note, Rome at this time do not have prison as we know it. They have detention facilities that's for holding accused (in this case pirates) until magistrate determined their punishment. The punishment are fine (confiscation of property), exile, or death. In this case, crucifixion is the listed punishment for the crime. He didn't exactly raise a fleet, but simply went to the nearest Roman garrison and borrowed their fleet using his familial connection. He was paying for the fleet's service from his own pocket though.

A great deal of what we know about Julius Caesar are from his own writing, which for political reason is of course biased. Why you think generations of Latin students that read Commentarii de Bello Gallico got their opinion shaped by Caesar?
