From what i gather, gods like Ulfric, Taal, Kane and others might have their power correlate with chaos. The Chaos gods Nurgle, Slaanesh, Khorne and Tzeentch might have a causal relationship with chaos..... as in, they're directly result from primal impulses as opposed to belief systems and values. Maybe the Horned rat isn't a primal chaos god per se, but reflective of Skaven values and virtues.
