My guess is it may be a matter of space and lack of a storage shed. First one thing gets set outside and then another and before you know it there’s stuff everywhere. Some people don’t have the tools or ability to load everything up and haul it off. My hope is always that the owners keep up the grounds for both themselves and their neighbors.
