Even if she was affected by despair, she isn't innocent. Hajjime and all the others were brainwashed to despair yet they still got to make up for their actions. Because they are also not innocent.

Junko's true title is the Ultimate Analyst. She can analyze a situation and correctly predicts what comes next. The world was predictable and after a few years, it got boring. Despair, on the other hand, is unpredictable. It just strikes at random and that excited Junko. But she claims that she and Mukuro were despairful from the moment they were born. Yet I think that Junko manipulated Mukuro into despair very early on. And I have a theory to explain why Junko was despairful when she was born. I think that Sayaka is Junko and Mukuro's sister. Sayaka grew up with only her father so you can assume her mother died when she was young. What if their mother died during birth? Junko would of course feel despair because of her mother's death. (who wouldn't, I mean, Yasuke was in so much despair after his mother's death that he let himself cry to Junko) But this is just what I think about why she's despairful. Also, I had a theory before DR3 that Junko was more of a hero than the villain because she gave the SDR2 characters something to believe in. They all have bad pasts, so what if she was just giving them a way to get back at the world for wronging them? She just wanted to help people through despair. This could technically still be supported as she showed the Reserve Course students that they needed to rebel and plunged them into despair. So it's like she just wanted to help people in her own way. The despair would show other people what they wronged and took advantage of. I had more facts but I don't feel like digging through every fan theory I've ever written down in order to find it.

Yeah but they killed the people they loved so Hiyoko murdered her father, Akane murdered her younger siblings, Teruteru murdered his mom and siblings, etc

She stated that she wanted despair because hope was too boring for her, and seeing everybody-including her - suffering was the only exciting/extremely emotionally thing that happened in her life.

I feel like danganronpa is just a tv show since by rights Monokuma at the end of DR1 shouldn't be able to talk by them self unless the show host wanted them to and the show host is the actual mastermind of V3
