there's no thing like best ratio, since it's different for everyone. It basically depends on your progress, overall stats. and what you fight. Best ratio would always be something like around 1:1:1 (a bit more for mpen) after subtracting opponents def stats. for old severs you can take your element enhance and add 100% for fdmg bonus, 150%-200% for fmpen (basically opponents def stats). Size same as ele enhance. Though since there are cost differences for each stat fully balance only works for super whales.

Final mdmg bonus yes, usually a lot better. Raw mdmg bonus is bad though.
