For a Japanese native speaker doing simultaneous into English she is doing fine. Simultaneous is VERY hard. even WITH an isolation headset and soundproofing. Common sequential interpreters in these settings must be very comfortably at the CEFR C2 (highest level in Common European Framework of Reference) or at ILR 4 (another common standard used in diplomatic/consular services) in one of the languages and be an educated native speaker in the other language with same or higher proficiency. That is just to be considered for a role as *sequential.* Simultaneous interpreters on the other hand must all be comfortably at ILR 5 (which is above CEFR C2) in their non-native language and be additionally trained for simultaneous work over a few years. That is the top of the food chain. Japanese is also exceptionally hard. Not only is Japanese / English an exceptionally challenging language pair (US Foreign Services puts it at the top of Category 5, essentially the hardest of the hard), but additional burden comes from huge difference in sentence structure, which is akin to German in the "mixed-up sentence" factor...only worse since it is truly a foreign language in every sense. Try rearranging something like THS in real time so that it sounds like naturally spoken English: "Without regard to the from-my-coach-prepared recommendations had our group yesterday with the equipment because of the in-the-morning-scheduled practice a for-the-usage-of-the-team-reserved vehicle, despite the difficulties, driven." (and that would be a relatively "simple" one-clause German sentence, by politician standards). Now add translation of not just words, but whole phrases with nuanced meaning on top of it. Speakers can often talk 20 seconds with various details before the interpreter knows what is actually "being done" and in order to keep up and have a properly ordered English sentence you often have to sort-of- predict or just guess, and occasionally "auto correct" as you go. That is why they seem "unsure of themselves" sometimes because they trying to preemptively complete the thoughts.
