Immigration laws in the US are not followed by CBP, immigration judges, local police, state govenors... It's a complete shitshow. Typically, smugglers will use a large group of illegal entrants to distract and tie up the available BP resources in a particular area and then some distance away, the high value illegal entrants will cross. Typically they are observed on camera but no one is available to pursue them. This has been a standard tactic for years.

As far as what the BP is doing to reduce the number of gotaways, I suggest that you check with them. As far as identifying the getaways supposedly there is the employer requirement to check employment eligibility, but that doesn't seem to be working too well. And then some of the gotaways are actually gang and cartel members so they are not applying for jobs. hth
