If there is a large enough tax base to pay for it, then fine, they should build a sewage system, but if not, nope. They just need to go with the old time outhouses. Each place has to pay for their own sewage system and they do that with grants, borrowing money, and higher taxes. If Lowndes County, Alabama is too poor after doing all that, then that is nobody else's responsibility. It just means that the County doesn't have enough growth yet to warrant building a sewage system. Don't expect services to be given free of charge. Services are to be paid for by the folks using them.

This looks like a local issue. In California you need a permit and inspection and a qualified installer to put in such a system. The upkeep for the septic system is up to the homeowner. Every state is different, but generally septic systems on private property are the responsibility of the homeowner, this news report failed to mention the local laws and regulations.

If there are not enough people in the County paying taxes to pay for it, then why should the State just give it to them? Why should the people in the other counties foot the bill when they aren't the ones using it? Actually, I've always had a problem with my Federal taxes going to pay for folks in other countries, too. The woman claimed to eat on paper plates,, but I see mugs hanging from her cabinets and a coffee pot, etc. She has to wash them somehow, also.

In poor white rural communities, they have to maintain their own private septic systems. So just because your skin is dark, you get special treatment and it's everyone else's fault? I mean where I live just a few mile south. It's a relatively wealthy community, but there is no sewer system. They all have septic. Are they the victims of racism?
