Trigon is stronger. Trigon would demolish Sabbac on a whim. Sabbac is incredibly powerful and a planetary threat rivaling Black Adam and Shazam, but Trigon is easily a Multiversal threat, rivaling some of the most powerful beings in the DC Universe, such as Mr. Mxyzpltk or even The Spectre.
