That's the late Merle Kilgore setting next to Justin. He wrote "Wolverton Mountain" and co-wrote Ring of Fire with June Carter. He was Hank Williams Jr's best friend and manager until he (Merle) passed away

It seems I remember that Justin Tubb passed away not too long after this was made, and that he was relatively young when he passed.
