Are you missing the starting ayah? This Juz should start with the following ayah. إِنَّمَا ٱلسَّبِيلُ عَلَى ٱلَّذِينَ يَسْتَـْٔذِنُونَكَ وَهُمْ أَغْنِيَآءُ ۚ رَضُوا۟ بِأَن يَكُونُوا۟ مَعَ ٱلْخَوَالِفِ وَطَبَعَ ٱللَّهُ عَلَىٰ قُلُوبِهِمْ فَهُمْ لَا يَعْلَمُونَ ٩٣

No the starting is correct just look inside the quran and you will see

It depends on the Quraab you using. 13 line Quraan starts with that aayat. And 15 line Quraan starts with the previous aayat
