For those who don't know where slowness. It's because after a fix it's got, the effect slowly drain's as long you evade enemy. Also the effect DOESN'T GO THOUGH BLOCKS. So keep on eye of that. Also yes debuff doesn't work because dev messed up again :/

The debuff works only on "BODY SHOTS" that means the m1s after the starter m1 when he spams his left into the ribs of the enemy thats the thing that slows I hope you notice this because kimura is OP and is super fun to troll with. EDIT: Its hard to land kimuras M1's because mostly the opponent will block, plus its much less slowness debuff than iron fist. Keep up the good work Jwordz!
