@optimusWII It's more illegal and carries a much higher risk of getting caught. Also, a big selling point of okubo is that there are underage girls there which can get you into big trouble. Sometimes police check IDs of girls exiting hotels and when you exit they question you. If you leave a love hotel with a minor, it's assumed things happened. As it is now, in the past week there are super frequent police patrols and increased police in the area around okubo park. They're really doing a lot to put an end to it recently as it's gained international attention. There are tons of cameras in the area as well. There's a higher rate of STDs among them too, and more women who work at okubo are addicted to hosts and therefore couldn't care less if the customers get STDs. Think this: Why would a girl work in the park? Main reasons are... 1. It's next to host clubs. Some women turn tricks and immediately go to host clubs. They'll switch between hist clubs and standing for customers. This is probably most extreme type of tachinbo. 2. They can't get a job in fuzoku. They might have broken rules at a shop before, gotten a permanent STD and fail the required testing in fuzoku, underage, mentally handicapped or unwell. 3. They want more control over who their customers are, want all of the money tax-free, they want their own schedules and not have to worry about fines at fuzoku stores. So, it's a higher risk for everyone involved. There's less protection for the girls and customers take a risk of fake IDs and landing in trouble with the police. Also, in fuzoku, there are varied services agreed upon but with tachinbo many things must be negotiated. Some girls "do it" for as low as 15,000¥ (about $100) and other charge as high as 30,000¥. There are record levels of syphilis in Japan now so things like this are high risk. With fuzoku, you more or less know what you're getting.
