Imagine if more tribes came to the map overtime, so you will eventually be forced in choosing to develop more land reach higher places, or just conquered land.

I know nothing about that game but could it be possible your characters aren't gathering the bamboo in your second claim because there's an area of unclaimed land and they won't leave 1 claim to go to the other claim if they are not overlapping? Perhaps try placing another claim between the two you have to link them together? Nevermind I spoke too soon. Guess the tree was just in the way.

This game seems all so broken. Hope it's in pre alpha early access because there seems to be tons of things broken in that game. Totally not worth the $20 price tag from what I've seen. Not even worth the $14.99 that it was on sale for. They have a lot of things to fix. Maybe perhaps you're just bad at playing the game and it's not broken at all but from what I've seen so far it sure looks like it's broken.
