the apparent buoyancy changes based on the aeration of the water. White water is white because of air being mixed in filling the water bubbles. The density of the white water is lower thus the raft sinks lower into the water. It makes it feel like the raft is less buoyant. The second factor is the white water splashes on the raft sides cooling it. On smooth water the sun will warm the inflation chamber, again making it float higher.
