Believe people's ACTION, not their words. "I like to make people wealthy"... the immediate followup questions should be, "How many people have you made wealthy?". From the live chat, franchising is only available in the US, not Jamaica. So he as not made a SINGLE person in Jamaica wealthy via franchising or IPO. From my own research the first US franchise was openned by a 25yr, so good for her for having her finances in order to make that move.

That payback of tax money in Jamaica .should have been used for something tangible. . That should wait after %80 of the most important infrastructure are paid for, and then there would be enough tax money that can be given away
