After technological advances, magic became obsolete and was largely discarded. However the power of magic is still alive faintly. Haruto Soma is a mysterious man who transforms to Kamen Rider to fight with evil monsters callled Phantom by using magical "Wizard ring". The story that brings people hope of Magic raise the curtain.

Suite aux progrès technologiques, la magie est devenue obsolète et a été largement abandonnée. Cependant, le pouvoir de la magie est encore faiblement vivant. Haruto Soma est un homme mystérieux qui se transforme en Kamen Rider pour combattre des monstres maléfiques appelés Phantom en utilisant un "Wizard ring" (anneau de magicien) aux pouvoirs magiques. L'histoire qui redonne aux gens l'espoir en la magie lève le rideau.
