Other player name only show up when you're very close to them (distance wise). That is why the in game voice chat is important. Basically that is the way to tell someone who you are without needing to be really close. I believe you need to be within 5 meters for the name to show up. There is also the color on the name that can indicate whether you're friendly, acquaintance, enemy, or team mate. There is also a dot under their name (with the same color) and you can see the dot from further away if you're using something like a binocular, but not their name. A player can intentionally reveal their name momentarily from very long distance by waving. To understand about this system easier, you can search for rust contact system on KZbin.
