The peak lies on the border of the countries, you cannot assert claim over entire mountain range. He choose Nepal as climbing from Indian side is not allowed due to religious concerns. Basic google search would have cleared your doubt

But treeking from that part will be very difficult and there is only snow and plateu stone.and local peoples think climbing this area willnt be possibile due to religion issue.
