Actually...it can. If it's contaminated, if the samples are mislabeled, if there is not enough DNA. While quite rare there have been cases where paternity tests gave false results, and ended in litigation. And then there was the whole Lydia Fairchild debacle where they told this lady her kids, whom she gave birth to, were not genetically hers...this is how I learned Chimerism.
