the Glancing buff is cool because it triggers when blocking, thus mitigating the block dmg. Also abilities that trigger through block don't trigger

unfortunately this is bugged right now. I take the same block damage with and without the glancing buff. I've sent a ticket to Kabam, but yeah that utility should be great if it works properly.

But you should have glancing triggered but that won't be problem because all the fight will be having nodes which boosts damage and health by default which means you can directly trigger glancing even by parrying them
