B) just pulled out of a spot (a bit less likely with the "wrong side of the road" comment. C) there was a car pulling in or out of a parking spot to the right of the person filming's car, and they moved to the left to pass them, the same way you would on a highway or someone parked on a street. D) someone was loading their trunk and the person filming moved to the left as to not hit anyone. upon watching more of the clip, B) was correct. they were literally backing out of a space.
