دین اور سٹیٹ ایک مشہور جماعت کے بانی اپنی ایک کتاب میں دین کا مفہوم بتاتے هوئے لکهتے ہیں : دین کا لفظ قریب قریب وہی معنی رکهتا ہے جو زمانہ حال میں اسٹیٹ کے معنی ہیں، لوگوں کا کسی بالاتر اقتدار کو تسلیم کر کے اس کی اطاعت کرنا، یہ اسٹیٹ ہے، یہی دین کا مفہوم بهی ہے- (مسلمان اور موجوده سیاسی کشمکش، حصہ سوم ) اس اقتباس کا علمی تجزیہ کیا جائے تو معلوم هوگا کہ اس میں دین کی تشریح بهی درست نہیں، اور اسٹیٹ کی تشریح بهی درست نہیں- حقیقت یہ ہے کہ وه ایک ادبی جملہ ہے، وه دین اور اسٹیٹ کے بارے میں کوئی علمی بیان نہیں- لفظ دین کا مطلب اصلا وہی ہے جس کو مذہب کہا جاتا ہے- دین کا لفظ جب اسلام کے لیے بولا جائے تو اس کا مطلب یہ هو گا کہ انسان کے لیے خدا کی وه ہدایت جو محفوظ حالت میں آج تک موجود ہے- دین کے لفظ میں اصولی اعتبار سے سیاست کا مفہوم شامل نہیں- اسٹیٹ کا مطلب ریاست ہے- اسٹیٹ ایک اجتماعی ہیئت ہے- علمی اعتبار سے اسٹیٹ کے چار اجزاء پائے جاتے ہیں ......... آبادی، رقبہ، اقتدار، حکومت : Population , territory , sovereignty , government. جدید تصور کے مطابق، ریاست ایک مستقل چیز ہے، اور حکومت ایک وقتی چیز- جمہوریت کے نظام میں حکومت کسی شخص یا خاندان کی اجاره داری نہیں، وه ہر چند سال کے بعد الیکشن کے ذریعے بدلتی رہتی ہے- مزید یہ کہ موجوده زمانے میں حکومت کا تعلق انتظامیہ (administration) سے هوتا ہے- بقیہ شعبے اصولا آزاد شعبے ہیں- مثلا تعلیم اور اقتصادیات، وغیره- انهیں آزاد شعبوں میں دعوت کا کام بهی شامل ہے- الرسالہ، اکتوبر 2015 مولانا وحیدالدین خان
