That's a bad intersection at 19th and 152. The traffic lights are only seen by the 152 drivers; those waiting to enter off 19 can only guess that the light is red on 152. I suppose it's to save money that they don't install four lights. I avoid entering 152 from 19th. Perhaps they'll put in an extra set of signals when the new condo building is completed.
