പഞ്ചവത്സര പദ്ധതികൾ എന്നത് കൊണ്ട് ഉദ്ദേശിക്കുന്നത് വരാൻ പോകുന്ന അഞ്ചു വർഷത്തേക്ക് സർക്കാർ ചെയ്യാനുദ്ദേശിക്കുന്ന കാര്യങ്ങളാണ്. അഞ്ചാമത്തെ പഞ്ചവത്സര പദ്ധതി പ്രഖ്യാപിക്കുമ്പോൾ 5 വർഷത്തേക്ക് അതായത് 1974 മുതൽ 1979 വരെയുള്ള കാലയാളവാണ്. ഈ പദ്ധതി terminate ചെയ്തു എങ്കിലും പദ്ധതിയുടെ കാലയളവ് 1979 വരെയാണ്.
