it's not enough to just say they failed the Audit, it needs to be broken down in detail exactly what departments failed and for how much! then just stop funding those departments that refuse to properly track their spending... For example if a department has 10bil that is doesn't know where it went, then reduce next years budget by 10 Bil as it can't have been important if they don't know where it went...

Much of that spending is part of the Use it or Lose it mentality. You try to stay under your 'budget' until the end of the fiscal year, but what you do not spend, your budget for the next year is reduced. Therefore, you have a list of items that you want to buy with that 'extra' money. At least with us, we can get our overpaid money back. Now look at what happens in January with all the huge Buy this with your Refund money spending that consumers do.
