My understanding is this: The world has monsters and such, for someone who isn't really capable(this is assumed), having to leave the entire country by themselves with no escort, drops life expectancy to less than half. Not to mention if they're exiled then assassinating them after they've left wouldn't raise any eyebrows. The situation at the border is really an outlier as I actually agree that the guy got to the border really fast, considering you'd expect him to have been on foot the entire time, if not for the S-Rank party vouching for him he would've been held up falsely accused again and likely assassinated while in holding.
