You nailed it about Keizer toward the end of your video... the proximity to I-5 and its commute-ability to the Portland Metro area have made Keizer resemble less a "neighborhood" to Salem and resemble more of a bedroom community to Portland. Only anecdotal, but if you are eastbound on Lockhaven at say, 5:00 AM, nobody is taking that right turn to get on 99E or I-5 S to go to Salem; the overwhelming majority of cars are making the left turn to get on I-5 N to commute to Portland. Although, I do suspect that if you are on the same stretch of Lockhaven at 7 AM the opposite would be true and more cars would be headed south toward Salem, but I have lived in Keizer for more than 20 years now and I have definitely seen the change in commuting patterns that have trended toward increased Kiezer-to-PDX traffic.
