Everything is fine with KTZ scaling. His spells get 2.5% per level. But if he is stacked, he gets + 75% spell power. So, technically, once stacked, KTZ gets 4.4% spell dmg increase per lvl and. During late game his damage actually scales more than the health of other heroes.
