Mr. Duale, Washington DC National Guard is not equivalent to KDF. KDF is Army, Air Force and Navy of Kenya. When National guard is called to assist in USA, they are working for the State, not Federal Government. When they are deployed to war outside US, they are activated as part of the US Armed forces. It’s not the same at all. US President and the US Congress have the power, within certain constraints, to impose martial law since both can be in charge of the militia. In each state, the governor has the power to impose martial law within the borders of the state.
