It was always legal to bbq there, even with charcoal. That's why the cops didn't come for two hours. And bbq Becky stayed ON HOLD with the Oakland PD for two hours bc they were likely tending to real 911 calls. The PD eventually showed up and the men stayed and finished their bbq.
