What is the purpose of the ferrite rings on the coax cable?

Helps to decouple the cable from the whip part, so that the radiation pattern is less skewed.

Any ways to adapt this for 27Mhz and still be portable? Need sensitivity for around 1500'

27 MHz would be too difficult to make portable. Wave length at 27Mhz is about 11m, so even at 1/3 spacing you'd be looking at 3.5m spacing per element.
