You can get a lower time by using the contagion quickhack to damage every cop nearby. This will give you a much higher bounty right away and you’ll die much faster. Or better yet: slam through a crowd of people with your car and instantly get a 4 star bounty, which will kill you almost instantly.

Looks like it moves forward because it places your line of sight, or first person camera’s head, in that spot. So when he scopes out it didn’t load back into the right place quick enough.
