Kevin O'Sullivan and author Colin Sumner get into a heated debate surrounding The Victims and Prisoners Bill which will affect the killers of James Bulger.
Child killer Jon Venables is reportedly 'terrified' of spending the rest of his life in prison because of proposed changes to the law.
The bill will prioritise public safety when considering the release of repeat offenders and if it becomes an Act, will give the final decision to the Home Secretary on whether dangerous offenders should be released.
Venables, 40, and Robert Thompson, 39, were both aged just 10 when they lured two-year-old James Bulger from his mother before murdering him and leaving his body by a railway line in Liverpool 30 years ago.

Picked him and threw him on the ground (bearing in mind he’s only a toddler), took a metal bar and hit him, threw stones at him, shoved batteries up his anus, and left his battered body on the train to finish him off so it would look like an accident. Those 2 children are the most evil children in history.

What those boys did to that baby was unforgivable. It is the only documentary I can’t watch, seeing it unfold on the news when it happened was soul-wrenching enough. That baby was tortured to death in the most disturbing way. They should never have been up for freedom on any level.

No, the Parole Boards frequently allow dangerous offenders out who reoffend and reoffend, violent crimes from assaults to rapes and murders. The Parole Boards should remember that their job is make sound judgements about the risk posed to the public by the offender, not to be political and social idealogues in their 'professional' capacity.

The release of killers, who, on occasion, have killed more than once, is always a reason for concerned debate. When capital punishment - the infliction of society's condign sentence upon killers - was abandoned, the premise was that its rejection by Parliament would see an acceptable substitute. Clearly, this has not happened when certain notorious cases are considered. To release a killer whose contempt for society is never more obvious than in the taking of innocent life/lives back into society borders on insanity. There are varying circumstances in the unlawful taking of life and these are always to be taken into account - e..g. self-defence, eliminating human suffering from cruel disease/disablement etc. - but when killing is shown to be arbitrary, cruel and/or in the pursuance of crime, then release should be rarely if ever considered.

He sadistically manipulated and tortured the toddler. Big red danger flags at such an early age. He continues to show no remorse or change of behaviour, evidenced by the times he has been released and continues with his deviant behaviours. Logically, he’s had sufficient opportunity and resources to change, but evidently chooses not to. Too late if he is released and this happens to another child. Clearly he has not earned or understood the privilege for release into society.😢

There was talk of him being sent to Australia upon his release so my answer is No! No! No! BTW I am English and was still living in UK when this heinous crime occurred. There is always talk about "model" prisoners. My opinion - they're very cunning and play the game sussing out the weakest link in the parole board who'll scream long and loud for said prisoner to be released until they get their way. How many female prisoner visitors have been duped and then murdered or at the very least abused when the prisoner is released into her care. Sadly most people can be taken in once by a pro. Venables could get out of prison and meet some poor innocent unsuspecting girl who wasn't born thirty years ago....Throw away the key! My heart bleeds that he feels "terrified" karmic justice.

Omg, this interview was really awkward. But I agree with Kevin, the public is entitled to observe who is being let out and to have an opinion on that, Colm Somner (if that's his name) needs to be aware that everybody in a public service role needs to be aware of how they're perceived by the public. I can't tell people ''I'm an expert and what are your qualifications to dare to question your experience of me''. That would not fly. I'd be sacked.

A few years after Jamie Bulger’s murder I was doing research into a Victorian concert tour. I was reading the 1861 Manchester Guardian. An article caught my eye. ‘Murder of child by two boys in Stockport’. For various reasons I did further research with the help of the local archive library. They’d never heard of this event. The circumstances and the national reaction were horribly, brutally similar. The name of the little victim was Burgess. I discovered the fate of the perpetrators. They were sent to borstal. Some years later they were released, given a new identity and disappeared into history…

This young man proved that there is something deeply wrong with him at an early age, why would anyone ever trust him again, if he is let out who is going to monitor him for the rest of his life and how much will that cost, oh, nothing because we will not monitor him he has learnt his lesson and paid for his crime, he deserves another chance……the price could be another innocent life…..I wouldn’t want to make that decision so, he would remain where he is.

They are experts in doing a bad job.. This guy is basically saying shut up there's nothing to see here.. These people are being let out because of overcrowding in prison.. Nothing to do with justice or expertise..

John venables should definitely not be let out of prison. Mind you, they shouldnt have given them new identities for what they did either, murder and what they did at that age cannot be rehabilitated and let back into communities.

This just shows that age, experience & career don't always make you mature. This was the most childish attempt at a conversation I've seen in a while. Shame on both of them.

all the parole board should live in the same town, then when they release someone, move them into that town.

There should be no age restriction to a crime, if you commit the crime face consequences even if it’s the death penalty

He should never see the light of day again. He should be in a prison cell alone with just the thoughts in his own head torturing him.

Surely he has proven he can’t be trusted. He has been recalled I think twice, therefore he has not been ‘Rehabilitated’ which is supposedly his stint in prison was supposed to do. Keep this pervert inside where he belongs for the safety of children. Think of the Victims for a change!

Appeal to authority logical fallacy. Then presents their own ideological bigotry. I’m not saying I agree with what the host was saying, but the guest was not qualified to speak in public. Additionally it would appear that he advised that parole board decisions would ignore any governmental policy.

Just been watching a TV series called parole where all barring one criminal that they released in the series reoffended within a year and were back inside. What a waste of time they are.

This is definitely a case where the parole board should be public (actually I think they all should, like the courts that put them there).

Loved the "Everybody makes mistakes" line :) - there's a difference, if I make a mistake at work it is not a threat to the general public, where as the Parole boards decisions potentially impact people's right to safety.

Punitive or Therapeutic? He made a fair legal point about the concept of 'doli incapax'.Strange words to everyone not involved in criminal justice but a legal axiom that simply means a criminal intent needs to be proven of a child aged 10 to 14 years of age. However,Venables was convicted so that point was made at his trial:he did have the capacity to know he what he was doing was wrong and not just 'childish mischief'.After that the interview just degenerated with the matter of public safety never discussed like the public had no stake in heinous offenders not being allowed to ever walk amongst them again.
