Eminem got big with the real slim shady. his second album was marshall matters and some people didn't like that this persona wasn't as crazy and over the top. that's what the "he's back" refers to. They also blamed him for kids listening to his album, so the video is basically him making fun of how it would look like if rappers had to police who listens to heir albums. and btw... the guys at the end chasing osama are D12.
