Mapps wants to put it back on the county to take care of the homeless, and the county hasn't been able to deal with it.. and it fell back on the city. and now he wants to push it back on the county again. I don't hear him tell any solutions... just wishful thinking. A difficult problem to address, and can't hear any real move under Mapps to make things any better.
