What level is Master Xehenort? He feels to powerful to be level 1

if the stats go like soras that looks like lvl99. my reasoning being not getting oneshot means they have lvls for oneshot immunity(i forgor the name of the skill) and the dmg seems comparable to my critical data org fights using the ultima weapon. I MIGHT BE WRONG but thats my estimation.
