GOI must provide Special land rights to Residents of Ladakh. Under Article 371 these rights must be provided to residents of Ladakh. Unlike Article 370 which creates constitutional challenges for Centre & State but that's not the case with Article 371.

Ladakhi community cannot match the agricultural output of the People belonging to plains just due to Geographical situations giving them an inherent disadvantage. This can lead to discrimination in form of capital accumulation as well as in terms of loosing Land rights to more inherent Economically advantaged groups and hence Special land rights are required. No doubt GOI is trying to develop Ladakh but there is a need for special land rights to ensure that this development doesn't leads to People in Ladakh being subjected to massive Land preservation challenges.
