I thought in the LL for depths of Moria, the drum gives +1 courage to your army and -1 courage to the enemy army. It also allows a single goblin within a combat to re-roll in the fight phase. All of that is the entire board. I believe also the LL stipulates that the drums count as a banner towards VP’s.
