You mean why tanks die even if survivors don't shoot them? Tanks have rage bar, which decreases when they don't attack survivors (the same thing is in versus mode). So basically you may just outrun tanks to kill them.

Tank's rage bar is slowly decreasing when he doesn't see any survivor, after hitting player/bot the rage bar is again 100% full. Rage bar should not change when tank see players, even it's not attacking. So it is possible to not see any survivor in plain sight but throwing some rocks and hitting survivors is enough to keep tank alive.

Probably so the team can progress quickly, since if theres a survivor still left outside the safe house, they'll have to wait for them to reach it as well. When you're speed running, or in this case, trying to get ahead of a tank horde, it's easier to just get 1 person to the end compared to getting everyone there.
