In the past, Toki was considered top for his ability to take out stars in a combo, and his very strong pressure, mix up and oki (Thx to his teleport move). Rei is top tier now, because taking stars out during a combo doesn't matter for him. He just gets in infinites off almost anything. Something Toki can't do without sufficient meter.
