Kira Pooper Because it is what he was designed to do. Kid buu could not be reasoned with, could not be talked too, could not be stalled, could not be controlled. That is what made him so utterly terrifying, he was simply a machine of chaotic destruction and annihilation. He was designed to be unstoppable, a ruthless tool built by a madman, but (as with all who try) the created turned on the creator and with no leash, there was nothing to hold him back. Once good buu was gone from his mind he had NO restraint whatsoever. There was no rhyme or reason to why he did what he did which is why he is the best villain of the lot.

For everyone confused about the kid buu/ stronger than super buu etc situation... Buu's power changes depending on his absorptions. According to Goku and Vegeta, his power spiked up when he changed from Super Buu to Ultra Buu but went back down when he reverted to Kid Buu; though Goku and Vegeta underestimated him due to his size. Later, Kibito Kai comments that, while on Earth in this state, Kid Buu was more dangerous than ever. As seen in his fight, Kid Buu's power is comparable to that of Super Saiyan 3 Goku, though Goku claims that he can beat Kid Buu when fighting in his Super Saiyan 3 form at 100% power. Kid Buu is the most dangerous out of all the other forms of Buu, not because of his raw power, but due to his effectiveness in combat via his wild fighting style and uncontrollable nature. While Majin Buu and Super Buu made time for small talk during combat, Kid Buu relents his assault only to taunt his opponents when they are down. His power and dangerousness is witnessed when he destroys entire planets for no reason and without showing any signs of remorse

Sounds like some people aren't big fans of Chaotic Evil style villains. Sometimes not every villain can be your twirly mustache evil goal type. Some say Buu not having a personality makes him bland, but to me what makes him my favorite of the Saga villains is just that: No rhyme or reason to him. He's not looking to build some galactic empire/planet monopoly, or becoming the superior fighter in the universe. He is what he was meant to be: a tool of oppression and destruction, and without someone to control him, he becomes a dangerous wild beast that brings about total chaos. He's not a character so much as he is a force of Chaos, a complete monster without thought or feeling. Seems toriyama agrees with you, the recent interview (as in 2nd May) states Buu wasn't created by bibidi, buu had always existed as a force of destruction that hibernated and then came to destroy. All Bibidi manage to do was summon and control it (till it got out of control)

My biggest issue with Cell is that he wanted to destroy everything and everyone too. But once he was done what would he have left? No one to challenge him and entertain him. His goal is fruitless. Buu is the same but doesn't care which makes him more interesting. Cell would be 10x better if he lived and developed as a character like Vegeta and now Frieza.

What made buu so utterly terrifying is that there was no rhyme or reason to anything he did. Every villain they had encountered felt and had their own perspective on why they were the way they were, Cell wanted to be the very best, to kill goku and satisfy his saiyan cells by fighting strong opponents. Freiza wanted to dominate and control everything, to become immortal and essentially craved power over others, but buu? There's nothing. He does what he was created to do and destroy. There is no thought to anything he does, he just kills and destroys without hesitation or remorse, only briefly pausing to taunt the few who dare challenge him before annihilating them too. All his other forms made small talk, essentially goading their opponents, but once good buu is removed along with the rest of his absorbed forms, he reverts to this, a primal raging monster who only wants to kill and destroy without a second thought. He is a creature of pure destruction who wants nothing more than to see everything in existence blown to dust and ashes. You cannot reason with a creature like that. He was an unstoppable force of nature and that made him terrifying. He would never stop, he would never slow, he would never yield.

Using planet busting at a fast rate to prove kid boo is the strongest is worthless. Boo had Goku's ability to teleport where none of the other villains had that ability other than cell. If we were to use that logic to prove who is the strongest every single planet busting villain (which is all of them) would be in a tie as long as they can teleport from planet to planet blowing them up.

Kid buu is a beast, he's unpredictable and that makes him dangerous, way more chaotic than cell or frieza I can't see many of fictional characters able to tank and dish out the amount of damage in the time kid buu could do it Plus I could see him just wrecking the avengers with minimal effort , maybe thor would give him a run for his money for a couple hours or hulk one on one

That's what happens when villains have too big of an ego and this is why Majin Buu (mainly Kid Buu) is my favourite villain of the entire franchise Frieza could've easily destroyed earth from space if he listened to his father The same goes for Cell when he was pretty much unstoppable the moment he achieved his perfect form (and even this was only achieved due to the androids and Vegeta's screw ups) Same thing goes for the Saiyans, hell they didn't even need any kind of transformation (pre king kai trained Goku) to demolish earth and their defenders Fucking demon king Piccolo had the chance to become immortal thanks to Shenlong, yet he chose to blow the dragon off Do I even need to go on with Zamasu when his whole zero mortal plan was executed in a few minutes by Super Buu...

I believe the reason that buu’s other forms were more calculating than kid buu is because they were tainted with reason and thought, so while it didn’t change his nature, it affected how that nature was carried out, but when kid buu pops out, he is what Majin Buu is at heart, nothing but a killer, with nothing to predict how he acts.
