Denjiro is most likely the strongest Akazaya samurai. I think Ashura Doji was the strongest during Oden time, but I don't think he grown much in strength during the last years, he was already close to his peak of power during that time. However, Denjiro was very young and full of potential, he had to become the head of the Yakuza and build himself has a loyal servent of Orochi, also his Vivre card Databook says that he has the greatest swordsmanship skills among the Akazaya.
